Achievements in the Police Service
In 1970 until 1975 as an Inspector served the Malacca Contingent as an Investigation
Officer and Prosecuting Officer in the Courts. He has achieved great success in arresting criminals
and prosecuting them in court. During this time secret society elements were very active in Malacca
in the commission of crimes such as extortion, robbery and criminal intimidation. Due to his
intelligence collection and hard work the police manage to identify and arrest the members of the
secret societies namely Ang Bin Hooi and prosecuted them in court. He also managed to solve a
number of crimes involving serial rapists and murders and as such he was then chosen to be in the
Special Squad which was newly formed in Bukit Aman in 1975 to tackle the drug problem in the
country. This Special Squad was then known as D8 of Cawangan Anti Dadah.

I975 until 1986 this squad comprised of 11 senior officers were tasked to investigate and
identify organised crime involving drug trafficking, secret societies and illegal gambling. The
operations include intelligence gathering and working as undercover to combat these illegal
activities. The squad has to cover all over Malaysia and involved in the recruiting of sources in order
to intercept contrabands and arrest the perpetrators. From 1975 – 1986 we managed to identify 200
syndicates involved in drug trafficking overseas and most of these syndicate members were arrested
either in Malaysia or overseas with the assistance of our foreign counterparts such as Drug
Enforcement Agency of America. Also responsible for the arrest and prosecution of 20 drug
traffickers where all were sentence to the gallows. Other than that 200 traffickers were detained
under the preventive laws for their involvement in international drug trafficking. He had carried out
a number of operations and projects against organised crime and was given a commendation by the
Inspector General of Police Tun Haniff Omar.

In 1986 until 1992 he was tasked to teach law and also became the head of the police examination
syndicate to carry law exams for the promotion of officers. Apart from teaching law he conducts
classes for officers to enhance their knowledge in their law examinations. He also teaches law to
trainee Inspectors in enhancing their knowledge in investigation and prosecution skills.
In 1995 held the post as the Head CID of Legal Prosecution were he supervise all
investigation papers and give advice on law and prosecution. Part the job was to recommend for
amendments of law and procedure so as to be relevant with the court directions and judges rule.
1997 he is involved in the infamous investigation into the immoral activities of the Deputy Prime
Minister (DPM) which later resulted in the prosecution of the DPM.

Whilst working as the Deputy Director of CID he has conducted many operations against car thefts
and lorry hijacking resulting in a number of arrest and prosecutions and recovery of stolen goods. He
also formalise crime prevention plans to curb lorry hijacking and work closely with factory owners.

In 2003 he was posted as the Chief Police Officer of Johore where he introduce community oriented
policing and get the involvement of the public in giving information to the police. As Johore is well
known for organised crime activities such gambling, prostitution and loan shark he was hard on the
kingpins and a number of them were arrested and charged some sent for detention under the
preventive law. He was also hard on his officers and implemented a high integrity plan for his
officers by working closely with the Anti Corruption Agency. As such organised crime was reduced
during his term as CPO of Johore.

As the Director of Criminal Investigations he proposed the DNA Lab and also introduced the DNA law
for the police to collect DNA samples to assist in criminal investigations. He suggested that the lab
should be headed by a competent person from the Chemistry Dept. to oversee the collection of
samples. He also introduced the child investigation unit where child victims would be taken care of
and their statements carefully taken to be used in evidence and also video tapping of confessions
from suspects. All this are done in order to improve investigations and to prevent abuse. As Director
CID he gave his personal phone number so that the public could give information to him. It was
during this time he was hard of organised crime and arrested many Datuks who were kingpins
involved in loan sharks, gambling and prostitution.

When he was appointed Deputy Inspector General of Police he implemented anti rasuah programme
so that police officers would not indulge in corruption and later it was changed to “integriti amalan
kita”. This was done as the public was sceptical of the corruption and further more after the the
Royal Commission of the police was done where they recommended IPCMC. The police was not
against IPCMC but only certain clause where the officers had no right of appeal after being
sentenced. He then recommended the “Police Integrity Commission”(PIC) similar to IPCMC but
having the right of appeal and the result of investigation by the PIC to be submitted the Police
Commission who implement the action recommended by the PIC. However it was turned down and
Enforcement Agency Integrity Commission (EAIC) was implemented.

He is regarded as a no nonsense police officer and is highly respected by his colleagues and
members of the public. He has done quite a number of changes and improvements in the Royal
Malaysia Police introducing new ideas in the fight against corruption and quality delivery service to
the public. Improvement made to the police force is by giving more logistical support to the police
includes building of police stations and police quarters, ensuring the welfare of police officers in
increasing their salaries, introducing an integrated communication system to enhance operational
capacity and delivery service. He introduced the Five Year Plan to ensure the enhancement of police
service.

At present he is being invited to lecture and give talks at various universities in Malaysia and also
Government Departments pertaining to security development in Malaysia, leadership, management
and integrity.
